IP Alert: USPTO Publishes First-to-File Rules and Examination Guidelines

Today the U.S. Patent and Trademark Office (USPTO) issued a pre-publication notice indicating that the "first-to-file" rules and an accompanying set of examination guidelines will be published tomorrow in the Federal Register.
The rules and examination guidelines are available for download.
